Proposed Counting Arrangements for the 2000 Legislative Council Elections
The Hong Kong Democratic Foundation wishes to support option (a), one regional counting station for each of the five Geographical Constituencies (GCs), and one central counting station for the Functional Constituencies (FCs) and the Election Committee (EC).
We appreciate that option (a) would incur an additional HK$2.6 million in costs and that results for the GCs and any recounts for the GCs would take longer under option (a) than under the option (b) proposals. However, we believe these deficiencies are outweighed by the benefits of better management control, security and transparency of the process for the candidates and media as a result of having to operate only five counting stations for the GCs under option (a) as against 500 counting stations under option (b).
