A Roadmap to Universal Suffrage in Hong Kong


Principles

The route to universal suffrage in Hong Kong should accord with the following principles:

  1. Measured and orderly progress.

  2. In accordance with a timetable known in advance.

  3. Full consultation with, and participation of, the people of Hong Kong in the decision process through such means as public forums, consultations, constitutional convention.

  4. Full respect for the interests, sovereignty and concerns of the Central Government.


Major Milestones

The sequence of democratization should be as follows:

  1. Firstly, the Chief Executive to be elected by universal suffrage.

  2. Secondly, the Legislative Council to be fully-elected by universal suffrage.

  3. Thirdly, the Functional Constituencies should complete their transition into a form of second chamber comparable to those of developed overseas democracies.

  4. Finally, a functioning tier of local government with executive power should be established.


Detailed Steps

  • After nomination of candidates by the Nomination Committee (evolved from the current Election Committee), Chief Executive is elected by universal suffrage. Chief Executive is allowed to be a member of a political party.

  • Functional constituencies adopt individual voting. The functional constituency seats are moved out of the Legislative Council into a Second Chamber with power to delay the passage of a bill into law for a limited period.

  • Appointed District Council members abolished.

  • The Legislative Council is now fully elected by universal suffrage. The number of legislators is raised from 35 to 70. The Legislative Council is given powers normally present in other democracies such as the right to introduce private members' bills.

  • Further reform of the Functional Constituencies and establishment of Second Chamber in its final democratic form.

  • Further reform of the Nomination Committee for the Chief Executive Election, so that the Chief Executive Candidates are nominated under a democratic system.

  • Establishment of a tier of local government, based on District Councils, with executive powers.

原則

香港邁向普選的路途應該符合下列各項原則:

  1. 慎重和循序漸進的。

  2. 根據一個公報的時間表而進行。

  3. 透過公開論壇、諮詢文件、憲制會議等,充分諮詢港人意見、及使港人有最大參與機會。

  4. 尊重及充分考慮中央政府的利益,中央政府對香港行使的主權和考慮。


主要路標

香港民主化過程需要順序經過下列的主要路標:

  1. 行政長官由全民投票普選產生;

  2. 立法會由全民投票普選產生;

  3. 「功能界別」的功能和產生方法、完成次最後的演變,成為由民主程序產生的「兩會制」中的「上議院」,

  4. 成立有實際地區行政權力、隸屬類似「區議會/市政局」的地方政府。


詳細步驟

  • 透過由「選舉委員會」演變的「提名委員會」提名、行政長官由全民投票普選產生。行政長官到時可以保留政黨黨員身份。

  • 功能界別的選民全部改為個人投票。  同時間將功能界別的所有議席遷出現時的立法會、成為「兩會制」中的「上議院」。功能界別將有權在特定、有限制的時間之內、阻止由立法會通過的議案成為法律。

  • 取消委任區議員制度。

  • 立法會完全由全民投票普選產生。  立法會議員數目由35 人、增加到 70人 。  立法會將會享有其他民主制度的一般權力 , 例如議員有權提出私人草案。

  • 進一步改革「功能界別」、完成次最後演變成為由民主程序產生的「兩會制」中的「上議院」。

  • 進一步改革「行政長官提名委員會」的產生辦法、使「行政長官候選人」可以在更民主的提名程序之下產生。

  • 建立有實際地區行政權力,基於「區議會」的地方政府。
