The Standing Committee of the National People’s Congress is the highest body that can interpret the Basic Law. However, to ensure local judicial independence and autonomy, it is essential that Hong Kong courts should have exclusive jurisdiction to interpret those provisions affecting the internal affairs of Hong Kong.
