OUR VISION FOR HONG
KONG
Democracy
- In accordance with the policy
of "Hong Kong people ruling Hong Kong", we seek to
reform the structure of government to give the people a
direct and powerful role in policy- and decision-making
through a legislature and chief executive elected by
universal suffrage and secret ballot.
- The HKDF believes the executive
authorities should be accountable to the people of Hong Kong
and should disclose information to enable the public,
through the legislature, to call them to account, shape
policies and monitor the activities of government
departments.

Judicial
System
- The principle of the rule of
law is vital for maintaining Hong Kong’s separate
political and economic systems. The judiciary must be
impartial, separate and free from interference by any
executive authorities.
- The Standing Committee of the
National People’s Congress is the highest body that can
interpret the Basic Law. However, to ensure local judicial
independence and autonomy, it is essential that Hong Kong
courts should have exclusive jurisdiction to interpret those
provisions affecting the internal affairs of Hong Kong.

Human
Rights
- Human rights are fundamental to
all people and must be protected to ensure the stability and
prosperity of Hong Kong. It is essential that local laws
give full legislative effect to the two international
convenants on human rights to safeguard all freedoms,
including speech, press, assembly, travel, religion, and the
right to form associations, including political parties.

Economy
- Free enterprise and the right
to private ownership are essential ingredients of our
free-market economy. They must be maintained along with
those policies that have made Hong Kong an important
international commercial and financial centre.
- Government involvement in the
economy should be kept to a minimum. However, government
needs to play a role in maintaining and promoting industrial
standards, regulating essential monopolies, ensuring free
and fair competition and creating an economic environment
that allows business to operate under uniform regulations
and share equal access to information and market
opportunities.
- Government should provide the
necessary services and the physical and intellectual
infrastructure. It should also encourage private sector
participation in providing these, while ensuring
accountability to the people.

Society
- Government must take a more
active role in guaranteeing that all members of society can
live in dignity. It must ensure that the basic necessities
are provided for those who cannot provide for themselves.
- Government should ensure that
adequate educational opportunities are available to all,
without discrimination and irrespective of means.
- Government must ensure that
adequate health services are available to all, irrespective
of means.
- Government should ensure that
there is sufficient private and public housing to make homes
available for all. Greater home ownership should be
encouraged.
- Government should ensure that
social services are provided to the standards normal for a
modern, developed and caring society.
- Government should introduce
legislation that will ensure that appropriate international
Labour Conventions are applied locally and given full
legislative effect.

Environment
- Government must be more
vigorous in introducing and enforcing environmental
protection and pollution control legislation. To protect
future generations and improve the environment, HKDF seeks
to introduce new legislation where existing laws are
inadequate.
